OFCCP Announces New Contract Thresholds for AAPs

On November 25, 2025, the Office of Federal Contract Compliance Programs (OFCCP) announced new contract thresholds for federal contractors and subcontractors. Meeting and/or exceeding these contract thresholds determine if a federal contractor or subcontractor is obligated to make a written Affirmative Action Plan for Individuals with Disabilities and for Veterans. The new thresholds are as follows:

Section 503 (Individuals with Disabilities): If a federal contractor has 50 or more employees and a federal contract of $50,000 or more, they are obligated to complete a written Affirmative Action Plan for Individuals with Disabilities.

VEVRAA (Veterans): If a federal contractor has 50 or more employees and a federal contract of $200,000 or more, they are obligated to complete a written Affirmative Action Plan for protected Veterans. Under VEVRAA, federal contractors who meet this threshold are also required to list all open positions on their state job boards using an ESDS.

Contract thresholds are reviewed and updated every 5 years under Section 807 of the Ronald Regan National Defense Authorization Act. They are adjusted according to inflation and take effect on the date of publication, meaning it will impact any contract in effect as of the date of publication, and not based on the date the contract was awarded.
